Headlight Dip

I have an 2007 Ford fiesta Automatic,, it has one owner before me who was disabled the car has done only 3000 miles and I love it. After a few weeks of having the car I started to notice my headlights dip slightly when I come to a stop, and another sound that sounds like something powering down,, if you have the main fans on at the same time they also dip.. this only happens when the car has come to a stop and it only happens for about a second maybe 2. I did take it to a ford dealer and the macanic said that it's dropping 1 volt when comeing to a stop ,, but other then that the computer says it's ok no faults...

It is starting to get a bit annoying,, now that I know that the sound is there,, I'm just wondering if all auto fiestas do it.
