Hi i own a 1999 Ford focus saloon, i have 1 working black 3 button key fob and i am trying to program the second i have tried the position 1 to 2 4 times guidlines and have had no success, so i am wondering If you need the blue master key to program the other keys,

Hi to program a key as you are saying you need two chipped keys to program a third I think..

Insert the first already programmed key into the ignition and turn to position II
Turn back to 0 and remove the key
Insert the second already programmed key into the ignition and turn to position II
Turn back to 0 and remove the key
Key programming mode is now activated and you have ten seconds to:
Insert the unprogrammed new key into the ignition and turn to position II
Turn back to 0 and remove the key
Allow 10 seconds to pass for the system to exit programming mode.

No I think you can only programme a key if you have two chipped keys, otherwise a locksmith might be worth a try!
