Can anyone advise on whether a fiesta aged 2007 in colorado red will have a laquer finish over the paint?

I was asking elsewhere in this forum about a section that has been reapainted and is fading quickly and wondered if it might be because there was not a laquer clear coat put on top?

yes this will not help the problem at all with the elements getting direct to the paint i would respray the damaged area and then go a bit mental with the clear coat and leave to set for 24 hours and then use a cutting compound and then a decent polish to really have it shining
