Is it necessary to remove the front surround and then the housing to change a bulb or are the back of the lights easier to get to when the headlight is removed? I'm not that keen to be lying about the ground in this weather!

Remove the surround and undo two screws.

Easiest just to remove the front panels. Gently prize open a gap with a screwdriver (or something else flat) and just give them a good pull.
Changed both my fog lights in 10 minutes.

Thanks guys. I think I will wait till the weekend. Best to wait until this monsoon ends.

I found it Easyer just to remove headlight.

have to agree remove the headlight one screw pop it out and you get right into the back of the fog light

When I had a headlight out a while back I had a quick look down to the foglight but didn't know if the bulb would come out from this angle. It certainly beats being on hands and knees.
