hesitation problems

Hi all I got a 1997 1.8 zetec estate. great car but at the moment im havin some problems with it. when i take my foot off the gas the car is jumping and hesitating and im getting high revs as i come to a stand still and for a couple of seconds after ive stopped..... could this be the idle control valve maybe ?????????

Could be ecu also but more like idle control valve
