Well, it really depends on how these are going to be managed. i.e. I personally believe that unless the certificate is issued directly by the government, and not produced by the local "scammer" then how would you know that its genuine? but its scary to think, as per the last lines

“One problem is that some cars under three years old have already been clocked by the time they enter the second hand market and they will not be picked up by these changes" - now that is scary!
