orcomma Posted September 30, 2011 Share Posted September 30, 2011 the painted substance is the vibration (sound) dampening, the white foam is padding for the carpet. all normal except for the bolt holes and the missing foam. something was obviously there aftermarket. my bet is that the car was a learner one and had dual controls. sometimes they can't fit a strong enough mount under the passenger side of the dash so it has to be bolted under the carpet on the floorpan... I,d get those sealed good and proper before adding padding on top. You dont want to risk water leakage. And treat the edge of drill hole with a anti rust agent 1st.
