Focus TDCI down on power when cold.

I have noticed my focus seems to have little power until the coolant temperature has reached half way on the scale, which can take 15 miles if the temp outside is below 0ºC. Is this normal for this car? The engine runs fine apart from that.

My TDDi seems a bit less powerful when its cold but I tend not to push her till the oils warm anyway cos its not good for the turbo.
