I was reading on the net last night the Daytime Running Lights (DRL's) have been law since February 2011. Is this true, as my brand new Focus Titanium does not have DRL's.

It is true, but for cars launched (or facelifted) after Feb 2011. The current MK3 Focus was launched before this date so therefore doesn't have them fitted (except for I believe on Titanium X and ST models, probably to give a more 'exclusive' appearance). If you look at pictures of the next Fiesta facelift, you'll notice it has integrated DRL's whereas the current model does not as it was launched before February 2011.
