You have always had to pay for damage to the highways and signs etc, I remember a mate, taking a road sign out in the early 80's and he had to pay for it. I thought that this was what insurance is for? surely the highways agency should have some form of insurance similar that they could claim from? and I thought that my money paid for the RFL ( TAX DISK ) incorporated this?
