Unused Filament In Rear Lights?

My dad picked up his new focus zetec s today, and since testing all the lights work properly there seems to be a filament in the fog light bulb on each side that isn't used. Am I right in thinking that these are normally the tail lights, but as the car has led ones they aren't used? Just to be clear the ones I'm talking about are the bulbs in the lower red section beneath the indicator and reverse ones. Cheers!

Nice one! Wonder why they didn't use a different bulb though, ie one that only has the one filament!

Cost I guess, cheaper to source and fit on bulb for all rather than different ones for different trim levels...
