[Need a car :(]

Right i am looking to buy a Fiesta MK4 Zetec the guy I might be buying it off. . He said it failed on its Emissions and he said it needs a new rubber gator, does this make sense? Also he said it needs new brake pipe, is he referring to the brake lines? if so how much roughly would it cost to put these right?

I have emailed him back asking him to be more specific.
