Stains marks removal

Can anyone help

I have a recently purchased Ford Focus Zetec s and like to keep it clean but I can't seem to removed marks on the gear stick surround it looks as if ground in under the laquer can't understand how it's happened 

Any ideas how to clean it

I can't really tell from the picture as to where it's located but I see what you're talking about.

Your best bet is to either replace, repaint, wrap or plastidip the trim instead as you'll never rectify something that's covered in laqcuer
