    I've heard it's part of the bracket that holds the bumper on.

    It's just added to meet regulations due to the tyre sticking out afaik.

    Any Ford dealer can get it for you.

    It is indeedy! I had to replace mine, snapped it when I removed the bumper :laugh: 

    The bumper actually hooks over it, you can see it in the photo clearly in the photo:-
