Engine Rev on Idle

I've done some searching and thinking maybe the ICV or Throttle Body, however, wondered if you guys have any ideas. Replacement engine has been put in, however on idle it'll rev very slightly, from 1k to 1.5k up and down... however, I'm going to say it did this with the other engine which leads me to believe it's not an issue with this engine. Only thing that's been kept the same is throttle body, air intake, and exahust manifold. The rest is all different.

Nothing is appearing on the OBD reader, infact 0 errors. But I also have no idea where the ICV actually is to even look/replace it. Anyone have any ideas.

Car is a 2011 Fiesta Zetec S

This isn't steady, it's going up and down from 1,000 to 1,500. Thinking maybe the ICV? But not sure where the ICV is.

Can spark plugs, air filter, then alternator not been connected have anything to do with this?
