OBD communication issue

Afternoon.

Could do with some help please.

I need to pair a new key to my car, but the machine wont connect because of a communication issue.

Tried a diagnostic machine and that has the same issue, no communication.

I recently blew a fuse in the cigarette lighter and I've read it could be possibly linked to that, I have taken a fuse and replaced the cigarette one, but it hasn't helped.

Lost for what the cause could be to stop the communication.

Any help appreciated.



What i would do is look at this pin diagram

then use an ohm-meter between pins 6 and 14. it should give about 60 ohm.

and use voltmeter between pins 4 and 16 to see if it gives 12 volts
