Android Auto - Can't connect to car's Sync 3 screen

I can't find any way of connecting car and phone. I've tried everything I can think of in terms of sequencing. eg bluetooth on-off, wifi on-off, USB connected at various times in the sequence. The Ford help says to enable Android Auto in the menu settings first, but there is no Android Auto option in the car's settings screens.  

Late 2017 Ford Focus Titanium. Sync 3 entertainment system. Sync 3 Updated to latest release V3.19149 Android Auto 4.5.59289release Settings, "Try the new Android Auto" set to on. Phone is running Android 9 Pie and USB is set to file transfer. The Sync3 system sees the phone over USB. It will play music stored on the phone, so the USB cable would appear to be ok.

Completely separate to this problem with Android Auto, bluetooth connection works fine for hands free phone calls, steering wheel controls, audio playing from phone to Sync3 and so on.
