Not quite, no, you've got to remember there are two sides to the EGR, mechanical and electrical.

There are different fault codes for broken electrics inside the EGR, missing electronics (unplugged) and a mechanically blocked (blanked) EGR, not all of them cause the EML or limp mode.

We also don't know whether your EGR is physically weak now and not be sealing fully even while it's unplugged - a blank obviously makes sure it can't leak at all.
