Turning /direction light issue

Hi all,

 

I have a 2013 Ford Focus Titanium X.

It comes equipped with the turning lights. The ones that light up as your turn the steering wheel. However, they have not worked properly since I bought the car 2 years ago.

The passenger side does not work at all and I have tried changing the bulb, to no avail. 

The driver side does work. However, I get the impression it comes on to early. With the steering wheel set central, neither light comes on. Move the steering wheel even the smallest amount clockwise and the driver side light comes on. 

What controls these lights? Is there a sensor or switch attached to the steering column some where? 

 

Any advice would be greatly appreciated!
