03 Ford Focus, fuel light stuck on empty

Hi, 

Recently when I started my Ford Focus 2003 (petrol) in the cold weather, all the dashboard lights started flickering on and off for several minutes and it was making a buzzing sound. After several minutes the lights went off but the fuel gauge needle went to 'full', then to 'empty' and has stayed on empty ever since. 

I have filled the petrol tank up to the maximum but the light still stays on empty. 

I've recently had at new battery installed weeks before this happened. 

Could anyone give advice on what could be the problem? 

I've owned the car 10 years and it's in immaculate condition with 183,000 miles on the clock.
