Revving high only when driving

This problem is very unusual to me but as Ford people i hope an easy explanation for you lot. I have a 2002 focus 1.8 zetec 16v.The issue is car revs to around 5,000 only when driving.I can sit and rev the car all day stationary but as soon as i drive off then change gear the revs go up to 5,000.I have replaced the inlet manifold,throttle position sensor, idle valve (that valve under the inlet) and the throttle body. 

Any ideas would be great
