Mk3 1.6 TDCI intermittent lack of power

Adding to my long list of problems is this.  Sometimes the car accelerates slowly, not limp mode slow but you can feel the turbo not kicking in.  There are no warning lights or strange sounds.

If I stop at traffic lights, turn off the engine and restart engine it is fine until the engine is turned off next.

I've checked for lose connections etc and everything seems normal. I have a glow plug fault of P037D, not sure if that's anything related.

Any ideas?

This was sorted when I changed the clutch master cylinder as a non stop/start version had been fitted.  No idea why but it played havoc with a lot of the electrics on the car and acceleration is a lot smoother now too.
