Cooling fan not working - P0691 Focus mk2 1.8 tdci

Hi guys, I just recently found out that the radiator cooling fan on my 1.8 tdci doesnt work. The radiator is apparently big enoguh that the car is perfectly able to cool itself during all seasons. The main problem is the AC gets hot when stationary since there is not enoguh airflow to cool the radiator and you can hear the AC compressor clutch kick out when being stationary for some time. 

Few days ago I received my OBD 2 HS CAN reader and I got this codes using Forscan:

===PCM DTC P0691-64===
Code: P0691 - Cooling fan 1 control circuit malfunction

Additional Fault Symptom:
 - There is no change in the signal

Status: 
 - DTC Present at Time of Request
 - Malfunction Indicator Lamp is Off for this DTC

Module: Powertrain Control Module

Diagnostic Trouble Code details


Cooling fan 1 control circuit malfunction

This DTC may be caused by :

Open circuit to fan relay

Blown Fuse Or Wiring-Defect

Damaged or faulty relay

Faulty or damaged fan motor

Improper connection

Fan stays on:can be short circuit to; VPWR, ground in harness, connector, or a faulty or damaged PCM.

Code: B1473 - Generator Field Terminal  Circuit

Additional Fault Symptom:
 - Invalid Signal

Status: 
 - DTC Present at Time of Request
 - Malfunction Indicator Lamp is Off for this DTC

Diagnostic Trouble Code details

Generator Field Terminal  Circuit

This DTC may be caused by :

Wiring Harness Short to Battery or Short to Ground

Possible causes are:

Inspect connectors for signs of damage, water ingress, corrosion, etc.

Faulty or damaged PCM.

I also got 2 codes for EGR but that is becouse of the blank plate. 

So obivously the P0691 code suggests the fan circut problem, I dont know exactly how to interpret the Additional Fault Symptom: There is no change in the signal, any clues? From what I read the fan is PWM controlled from PCM through the relay mounted on the fan assembly which then regulates the DC current sent to the fan. I also dont know if B1473 code is  fan related but I would guess not, since previous owner had to replace the brushes on the alternator and the alternator is probably not in perfect condition but still prodcues electricity. 

So I decided to clean up the and grind down the dirty ground point connected to the battery and also the 3 ground points below the airbox as seen on the pictures below in effort to reduce any bad ground issues.

After that I would say that car runs better and smoother, maybe better ground helped. But both dtc codes still stayed.

 

I also checked the 50 amp fuse in the engine bay fuse box that is supposed to be for the fan. I checked it with the multimeter and also visually and it looks good as you can see in the picture below.

So blown fuse or bad grounding apparently are not the cause for this problem. I guess the next step is to check the voltage at different points of the fan circut during the car running with AC on (since the fan should be spinning everytiem the AC is on). Has anyone had any experience with checking it like that and how to do it ? Or any experince with faulty fan in general and what would you suggest to do next?

I just found this thread, might be a clue: 

has anyone had similar experince with the PWM control wire but instead on Focus mk2 2007 and not on S-max?
