where has it snapped off?, the mondeo aeriel masts should screw off the base, so if there is a bit of the aeriel left you should be able to just replast the mast.

the aerial is snapped on the screw thread inside the base

you do not say which mk mondeo you have,heres a guide for the mk3 which will give you an idear of whats involve.

the base is quite easy to fit and i was amazed as to how cheap it was when a vandle broke mine knicking the aerial!

Have you tried drilling into the end of the broken thread and using an eeziout? I think the thread is only brass so should be easy to drill.

easy to drill, but akward to drill straight when the base is in the middle of the roof.

i just replaced the whole mount. about 8.50 from fords why waste time?
