Ford Focus Footwell Leak

Ok so I have a leak in the passenger well of my ford focus 2002 and have done a lot of research which suggests the pollen filter is leaking. My partner has changed the pollen filter and fully re-sealed it back to the windscreen but it still leaks. It tends to be when it rains and the water is coming in just above the footwell near the center console, any other ideas what it might be? This is driving me mad
