Just wondering what the difference is between the later wheel sizes compared to the latest. I've seen a second hand set of 19" Oz Racing alloys fitted to an older style ST (there the RS Style) wondering if they will fit the wife's Zetec S

Any advice or thoughts is much appreciated

So my wife's Focus

PCD. Offset. Bore

Focus 04 on 5×108 38 to 52 63.4

So if the wheels I'm looking at were offset 40-45 does that mean because it's in between my wife's cars tolerance they will fit?

Yeah if the car will take 38-52 offset and the wheels are 40-45 then its within the range. You just need to make sure the bore of the new wheels is not less than the bore of the car or the won't go on. A bigger bore is fine and you can just use spigot rings. Personally I think the originals look better (just my opinion)
