Car won't start

So last night I noticed that my left dipped beam was out so today I had a look at it, turned out it was the fuse, took number 14 fuse out and did a continuety test and nothing as expected. So I put the fuse cover on, shut the bonnet and about an hour later gave my car a wash. After that I went to move it up the drive slightly and the engine won't start, it just makes a funny cranking noise and the electrics go funny, window wipers etc. after that I put the same fuse back in just to see and it's still doing the same thing! Please help

Sounds like a flat battery , maybe caused by a short from the bulb perhaps
