Diesel Tank Filler Tube

Hi I took my focus for its MOT today and it failed on a diesel leak around the tank area. I've taken the drivers side rear wheel arch liner off to look at the filler tube/neck. It looks like there is diesel weeping from the pipe connector that goes back into the filler tube.

My questions are, is this the diesel return pipe? Has anyone else had the same thing?

is this not the tank overflow?

That's what I was thinking when thought about it properly, further down it connects to the pipe that catches split fuel outside the filler.

Does anyone know how the black connector fits in? As I'm sure this is the problem
