If there us any spec of water left it will ruin the end product. Some people rub down first. I never have and have never had any problems. I do 3 coats of primer 3 coats of gloss black and 3 of laquer. Just allow yourself plenty of drying time. Would be handy if you can start one morning and finish next day.
