Ford Fiesta 1.4 Tdci 2007 Down On Power Up Hills?

I have a ford fiesta 1.4 tdci down on power, starts okay revs when stationary okay, changed the mass airflow no difference. Changed the turbo boost sensor no difference. Changed the air temperature sensor no difference. Put a egr blanking plate on and there was no different the cat also wasn't blocked the injectors are all the same on the leak off test. Turbo very little play seems okay. Anybody got any ideas what else it could be?



Fuel filter ??? Although this being the cheapest option, I'm assuming you did this first ?

Thanks for your replies I have had a new fuel filter fitted and also it only does 70mph on flat
