Revs Going Up And Down When Clutch Is Pressed

I have a 1997 1.3 fiesta when I press the clutch the revs rise and go up and down. I cleaned the icv but made no difference so bought a new icv but this still made no difference. What else can I try to fixthe problem?

It's the throttle position sensor right?

It idles rough when it's just running and clutch is not pressed but revs up and down when clutch is pressed Down
