I only noticed this a few weeks back, one looks and feels like it's going to blister.

It looks and feels smooth generally I think it's happening from the inside out.

I'm thinking rust? First car so my knowledge is limited.

    Being where it is it would be an easy fix. Just sand the rust out then put some anti rust solution on it then get the paintwork sorted. Personally I'd do it now rather than later. Be a lot smaller job to do now.
