All Focus MK2?MK2.5 versions have an electronic throttle pedal and throttle body. The throttle pedal has sensors which reads the position of the throttle pedal. According to this (and other sensors) information the PCM controls the electronic motor that moves the throttle plate.

It is completely normal that the TPS readings show about 14 percent at idle. The Focus MK2/MK2.5 petrol versions do not have a seperate IAC (Edle Air Control) valve which regulates the amount of air at idle. The amount of air at idle is calculated by the PCM and regulated by opening the throttle plate a small bit.

At full throttle it is also completely normal that the TPS readings does not show 100 percent. If the optimal amount of air entering the engine is achieved the throttle plate will not open any further. Letting in too much air into the engine will disturb the fuel/air mixture and could cause engine damage. The throttle plate will only be opened to 100 percent if that amount of air is really needed.

After the engine is switched off a the throttle plate is opened a small bit to prevent the throtle plate from seizing into the throttle body. If the engine is off it is also completely normal that the TPS readings are between 15 and 20 percent.

In my opinion your TPS reading are completely normal. Before upgrading to a bigger custom build throttle body my car had about the same values and runs fine without any problems.

That's a mk1 though right? (I am not familiar with the mk1)

the picture is most definitely a cable operated throttle body.

The cable may need adjusting but I wouldn't bother tbh because the spring has probably worn too to a point it doesn't matter how much you adjust the cable the spring won't allow for the throttle body valve to open because it's worn and if you keep adjusting it will create a rather annoying flat spot on your gas pedal where the first 1 inch of movement does nothing except soak up the slack in the spring.

EDIT: give it a shot and see if it helps. The adjuster should be the round black rubbery part that slots into the notch before the cable is exposed at the throttle body. It's normally a screw that tighten to loosen the cable, if that part runs out of adjustment you can loosen the part that connects to the throttle body and pull up the cable tighter than reattach it to the throttle body, this will give you more adjustment on the adjuster but it will create more dead zone in your gas pedal travel
