Old Zetec Normal Heater Fault

hi all, just bought an old 1400 v reg fiesta zetec with normal "no cold heater". is it possible to wire up the heater control valve with a fused rheostat without causing damage to the hcv. ive tried a new hcv and changed the the pcb behind the heater control panel and it still wont run cold! its only a temp vehicle but i sweated today and had to drive with the window open! i need a wiring bod to advise me please!
