How do I get to the passenger side fog light bulb. Can't get to the thing with the water bottle in the way.

Probably remove road wheel and arch liner to access back of fog lamp

I'll give that a bash Ian thanks.

I know youve not got an ST but it should be similar, turn the front wheel so you can see the front of the arch liner behind the fog light, undo 2-3 screws at the front of the wheel arch liner, you can the pull the liner back enough to get to the light.

I've changed both front fogs on my ST, got a full set of xenons. There is a black plastic air dam that runs under the front end which bolts in to the front of the wheel arches, plus 4 rivets that prise out underneath. Once that's removed you can access the back of the fog light, may have to remove a couple of the wheel arch liner bolts also. No need to remove road wheel, just put full lock on.
