Cold Start Problem

I have a 1.4 tdci zetec diesel 2010 fiesta 37.000 miles

In the cold weather the car will start but will just take over no rev at all

after 20 seconds there will be a big puff of white smoke and the car will run fine after that.

This will only happen during the winter months for a few weeks after that its fine.

I have checked the glow plugs and the power to them every thing is as it should be.

no engine management lights on during the problem start

we have had this problem on and off for a few years

would it be a sensor problem of some sorts?

any help would be appreciated
