Dangling plug under drivers side

Hi All,

 

I've had my St 150 for a couple of months now and noticed so many things wrong with. Rattle sound from the engine between 1-3000rpm - could be loose bearings I the alternator. A/C doesn't work, which might be due to alternator belt/pully/serpentine..? Just noticed this.. Really looks like it should be plugged in.. any thoughts?

Doesn't look like a standard Ford connector block.

Maybe for an aftermarket active phone bracket or suchlike.
