(only kidding) i believe most wont have been mod'd at all as the cars are often driven by the relative of the mobility client. may be you bought one of these. in other cases the mobility car wont have been mod'd because the level of disability ny the inital user was mild, my mother in law gets a new one every 3 years and she requires no mo'd and drives normally.
