So I removed the DataLink fuse and I was still able to use my Modified USB OBD adapter with Forscan.

Is the USB adapter maybe providing power to the port?

    Your computer will be powering the adapter circuitry, no power is needed at the port  -  the car modules are powered already, the module just talks over the canbus/other networks. Removing the fuse will stop those devices that thieves are using which require 12V from the port to work - but obviously easily defeated with an external power supply.
