I was wondering if anyone could give me any indication of how difficult it would be to change my diesel 1.6 zetec-s 61 plate mk3 focus' accessory belt myself.

Is it doable with a basic set of tools or would I need any specialised equipment?

Would I need to get access to the underneath of the car?

I can clearly see it and it looks like I should be able to get access to it after unmounting and moving the coolant tank, loosening the tensioner by hand and replacing, however I'd like to avoid any unexpected gotchas before I even attempt it.

Easy job, all you need is a spanner on the top of tensioner (From above) and pull down , that takes tension off belt, remove belt from underneath.

You can see the peg at the top(next to top left bolt) an open ended spanner fits on, 15mm. Also you can see a 2mm hole next , after pulling down with spanner you are supposed to put a 2mm drill bit in to rest tensioner so you can remove spanner, then from underneath remove belt. But if there's another pair of hands, one does spanner job while another swaps belt over
