non functional fog lights, MOT legal?

Hi guys,  I have a 1.6 Focus TDCi Edge (zero trim) which has plastic inserts instead of fog lights. I wanted to retrofit fog lights but from what I've read involves a lot of electronic work which I'm not confident doing.  So I want to just install some but not actually wire them in, would this be MOT legal?

Front fogs are only tested on cars from 2018 or later so you'll be fine with it.
