Overboost and limp home mode

I have been getting limp home mode on my 2007 focus 2.0 tdci...

I had been getting a P2263 fault code but no ELM, i noticed a drop in power but not limp home.

The car had a new turbo 3000 miles ago (prior to my ownership) as it failed at 60K miles, so whatever s going on with this now must have caused the last turbo to fail, so im suspecting a sensor somewhere.

Attached is some graphs taken using forscan and shown in excel, you can see at 7600 ish where there the boost maxes out at 23psi at which point it goes into limp home (i have removed 14 to take into account atmospheric pressure) although it does go flat so is over range?

you can also see numerous other short duration over boosts.

i have also includes what i think is the solenoid control valve? and what i think is the sensor on the actuator.

The pressure drop at 9350 is when i stopped the car to reset it, although strangely there is still no ELM.

Can anyone suggest whats going on?
