streetka battery drain

inside an hour of locking car, nice new Halfords HCB063 drops to 11.5v or so then stays there. I've done some very careful fuse voltage drop checks and no current draw detected across them or directly via battery negative lead. 

Inside car from what I think is behind dash somewhere I can hear a flicker sound - like a relay having a fit, but only lasts a second. Not sure what that is. keeps happening about 2 time every 5 mins.

Also, fuse box - no. 31 has a diode in it, but online fuse diags state "not used" - has 9v supply but not sure what this is - any clues anyone??

Did you get it sorted I have the same problem found wiring was falty to door lights
