Is it normal to have to lock both doors of the car separately ie passenger and driver. Locking one doesn’t lock both.

Is it normal to have to lock both doors of the car separately ie passenger and driver. Locking one doesn’t lock both. 
I took the car back to the garage and they have advised this is normal for this model of car. Is a 2012 Ford KA. Another mechanic has advised me that this is not true and it is the latch / actuator which will need replacing. 
is anyone able to advise as I don’t know what to believe?

    Hi if it has central locking then any lock locks all hence name. Think all modern cars are now central lock does sound like faulty actuator.
