When you say 'all the time', does this mean even when the car is switched off with the ignition key removed?

Where did you plug them in?

Hi i plug them in to make sure they work so before i fit them in place i put them in the foot well to see that they go off but when you close the door and lock the car they still stay on

This is probably a stupid question, but have you waited a couple of minutes just to make sure they don't go off? The footwell lights have a built in delay, they don't go off the instant the door is shut...

If you connected to the footwell lights, and they turned themselves off after delay, and your sill plate stayed on, well it is not getting it's power supply from your footwell lights, it is getting fed from a permanent 12v supply...
