Streetka heater goes cold when revs low

Hi, our Streetka heater works fine while going along a dual carriageway with revs higher, but goes cold when slowed down or at traffic lights for example. When we are on our way again with revs 2500+ the heater warms up again. I've checked the water level in the reservoir and it's fine.  What can it be please??  Help appreciated. Thanks Colin
