2006 Ford KA fuel cut-off switch

My KA won't start.  The starter motor and battery are fine - I don't get the sound from the fuel pump primer when I first turn the ignition so I think the problem is with the fuel pump or the electrical supply to the pump. It has happened a couple of times before and rectified itself an hour or so later - but this time it seems stuck. I've looked at the fuses and they seem ok. I read a while back about someone resetting the fuel cut out switch to fix a similar problem. They described the switch as being under the carpet in front of the door on the R/H side, but I can't find it! Anyone know where the switch is or have any other ideas?  Grateful for any help!
