Rusty chassis - is this normal?

Hello - first post, so here goes.

I am looking at buying a 2016 Wildtrak ; however can the good people of this parish suggest if it is normal for the chassis rails visible in the wheelsraches by covered in surface rust spots?  

Would this make you nervous, or is it par for the course?
