Galaxy heater problem

I have no doubt that this may have been covered before. I have a 1.9 diesel galaxy on a 54 plate. The heater is blowing cold and only gets warm on a long journey at high revs . However the temperature gauge reads a steady 90 degrees but the water in the expansion tank stays cold . I would think that were the water pump not working properly I could expect overheating but recently on a journey of 150 miles the heater barely warmed.

I have read about a secondary pump and also about a non return valve , am i looking in the right direction ?

Change the thermostat first, sounds like it's over cooling (stuck open)
