16TDCI low power in low gears

My grand c max 1.6TDCI has started showing some issues that low power in 1st/2nd/3rd gears. i feel like it has gradually become worse since I had a full service at Ford dealer in Jan. this mostly happens in the first 2-3mins when i start the engine. after that i can feel a sudden power increase and everything back to normal. also it is likely to happen when stop/start at traffic light and roundaround (maybe being on the hill could make it worse but hard to tell).  there is no fault light on dashboard. 

can someone share some ideas what could be wrong?

We have 2013 1.6 tdci c-max and had similer problem after about 100yds engine would lose power and then pick up and was ok,this was an intermitant problem.

had fuel filter changed and now all ok.
